  • New role improving Project Delivery, Capability & Efficiencies
  • Responsible for overseeing Capital Programme Management
  • Invercargill Based

With total income in excess of $83m per annum and employing over 400 employees, Invercargill City Council is a key player in advancing the growth and prosperity of the Southland Region. Invercargill’s reputation for being family friendly is well deserved, with affordable housing, great schools, amazing facilities and the iconic Central Otago, Fiordland and Catlins on the doorstep. The city is in a strong financial position, undergoing the biggest resurgence in its 166-year history and is committed to key initiatives including the CBD redevelopment and other significant community and infrastructure investments during the coming years.

Council operations are undergoing transformation with a new organisational structure to support these changes.  The primary objective of recent changes is to deliver Council services to a higher standard, more efficiently and more affordably to ratepayers.  A number of new positions have been introduced as a result, offering a unique opportunity to be in the vanguard of change to local government service delivery.

Reporting directly to the Group Manager - Infrastructure, the Capital Programme Delivery Lead is a broad and newly developed role that will enable the effective delivery of ICC’s capital works programme, with a total annual budget varying between $40 – 50 million. This role is responsible for overseeing the management of capital projects across Council from draft/approval through to implementation and delivery.  Responsible for actively supporting a variety of managers, this role will focus on building and developing in-house project management capability and introducing robust project management frameworks and efficiencies. Developing and streamlining the strategic delivery of project outcomes, this senior role represents a real opportunity to shape ICC’s capital programme delivery methodology, ensuring best-practice, encouraging collaboration, and promoting a customer-centric approach.

Desirable candidates will be degree qualified with a senior level engineering background, either from a local government or relevant industry sector.  Essential to this position is proven experience overseeing the programme of works for delivery of large infrastructure capital projects. Strategic planning, strong collaborative leadership, excellent organisational skills and mentoring experience, coupled with a track record of building positive stakeholder and community-based relationships, are also desired.

This role represents a great opportunity for someone looking for that next step to elevate their career, or for experienced candidates attracted to the benefits and lifestyle offered in this location.
